Robin J. Lunge
Robin J. Lunge brings practical experience implementing policy decisions throughout her career. She has close to 15 years of experience developing health and human services policy, including in the areas of health care payment and delivery system reform, health coverage, insurance market stabilization, and eligibility for federal programs. Her specialty is developing state policy in areas of complex federal law, such as the Affordable Care Act, Medicaid, Medicare, ERISA (Employment Retirement Income Security Act), and TANF (Temporary Assistance for Needy Families).
Past work has included policy or legislation to:

create Vermont’s state-based insurance marketplace and merged individual and small group market in response to the Affordable Care Act (ACA);

modify Vermont’s Medicaid waiver programs to streamline eligibility with the ACA;

restructure Vermont’s state pharmaceutical program to comply wrap around Medicare Part D when first enacted;
-
develop a universal, publically-financed coverage program.
Robin is currently appointed to a part-time position as a member of Vermont’s Green Mountain Care Board. The GMCB is responsible for regulating the health care industry in Vermont and developing payment and delivery system reform policy. Due to this appointment, she is not available for projects which present a potential conflict of interest.
In her role as Vermont Governor Shumlin’s Director of Health Care Reform, she oversaw the state’s health care reform efforts across state government, including the development of Vermont’s state-based insurance marketplace and universal coverage initiative (commonly known as “single payer”).
Previously, Robin worked as a nonpartisan staff attorney at Vermont Legislative Council and provided drafting and staff support on health and human services issues to members of the Vermont Legislature. In this role, she worked on most of the health reform efforts from 2003 through 2010.
Robin also worked for the Center on Budget and Policy Priorities in Washington D.C. as a senior policy analyst on Temporary Assistance for Needy Families. She began her legal career as a judicial law clerk and practiced law for 6 years.
Robin has a Bachelor of Arts in Sociology with honors from University of California, Santa Cruz, a Juris Doctor Cum Laude from Cornell University, and a Master’s in Health Care Delivery Science from Dartmouth College.
